To help the Community Council represent you, we need to know what you think about the proposed wind farm developments on the Ochils.

“If any wind farms are developed, there is a requirement for developer to provide benefits to the community – how should the Community maximise, and use any financial benefits?”

PROPOSED WIND FARMS

Brunt Hill (E-Power) is located approximately 5km north-west of  

Kinross. The current proposal is l-8 turbines with a maximum blade tip

height of 200m, will generate up to 130MW of energy with 65MW of

Craighead Farm (Galileo) is located approximately 6km north-west of

Carnbo. The current proposal is 8 turbines with a maximum blade tip

Community Benefit

Some of the planning decisions will be made by the Scottish Government and some by Perth and Kinross Council. Regardless of who decides, if the proposals go ahead there will be a Community Windfall which will fall to the Community Council to negotiate and thereafter administer.

As Cleish and Blairadam is very much on the edge of these developments the benefits to the community at this stage are anticipated will be very small.  However, there is a proposal for 7 Community Councils (Cleish and Blairadam, Earn, Fossoway and District, Glenfarg, Kinross, Milnathort, Portmoak) to join together to discuss and benefit jointly from these windfalls. By joining together there is the potential to share in the larger pot for strategic projects that would benefit the wider area.   However should planning applications be made in the future that are closer to/within Cleish and Blairadam the Community Council would still have to share those potential future benefits with the other 6 Community Councils. It is worth noting that the CC is unaware of any proposals for turbines in this area at the time of writing.

The community Council represents your views hence we are asking the following:

8. Should the Community Council enter into a non-binding agreement with the other six CCs to further explore the possibilities of this arrangement ?

If/Once the Community Council explores the possibility of the 7CC proposal over the coming months should the Community Council hold an additional meeting prior to committing to a formal agreement to inform you of the proposed agreement and receive your views, or would you prefer to be notified in another manner.
